so I got a parking ticket yesterday – the tree completely obstructs the sign. I am thinking I have some grounds to fight the ticket since you cannot actually SEE the sign.

Kelly, I disputed a ticket I got here in Canberra, Australia last year on the grounds of visibility and ambiguity of instruction. It was only slightly obscured by a tree but any problems with “accessibility” to the sign should be sufficient to have your ticket revoked.
Thanks Nathanael! Many have doubted my ability to get this ticket written off - but I have to say this sign was impossible see from ANY angle. Wish me luck!
Good luck! I think the whole “if your dispute is unsuccessful you may end up in court and be liable for all court costs” thing is just a scare tactic to minimise their paperwork :-)
